ISO 22000 in the meat industry – specific requirements and key microbiological hazards

The meat industry is one of the sectors with the highest microbiological risk profile across the entire food chain. Raw materials of animal origin provide a natural habitat for pathogens, and every stage of processing – from slaughter, through cutting, to packaging and distribution – creates conditions conducive to their proliferation or cross-contamination. ISO 22000:2018 is a tool for managing this risk in the meat industry in a systematic manner, going well beyond the minimum requirements of food law.

Key microbiological hazards and their place in the HACCP system

A hazard analysis in a meat processing plant must take into account a specific list of pathogens, each of which requires a separate approach within the HACCP system and in operational prerequisite programmes.

  • Salmonella spp. – one of the most common causes of food poisoning associated with poultry and pork. The source of contamination is most often the digestive tract of slaughtered animals. The key CCP in poultry processing plants is heat treatment to eliminate Salmonella; however, in plants producing raw products (raw-cured meats, minced meat), management of this hazard is entirely transferred to the level of PRPs and production hygiene controls.
  • Listeria monocytogenes – a pathogen of particular significance in the production of ready-to-eat (RTE) products: sliced cold cuts, pâtés, and delicatessen products. Listeria is distinguished by its ability to grow at refrigeration temperatures (even below 4°C), making it a hazard that is difficult to eliminate during storage. ISO 22000 requires that facilities producing RTE foods have a documented programme for monitoring the production environment for Listeria, including regular swab sampling of food contact surfaces and the surrounding environment.
  • E. coli STEC (Shiga toxin-producing E. coli) – particularly relevant in beef production, especially minced beef and raw meat products. Contamination can occur during cutting and mincing, when the contents of the digestive tract come into contact with the surface of the meat. The standard requires this hazard to be identified in the hazard analysis and for control measures to be documented – in the production of raw products, this is usually a combination of HACCP measures relating to cutting hygiene and temperature requirements for the raw material.
  • Campylobacter spp. – a predominant hazard in poultry processing, where colonisation of the birds’ intestines is common. Managing this hazard is particularly challenging, as traditional disinfection measures do not always ensure effective reduction on production surfaces.

Specific requirements of the ISO 22000 standard for meat processing plants

Prerequisite programmes (PRPs) for meat processing plants. ISO 22000 requires that PRPs be tailored to the specific nature of the sector. In the meat industry, these include requirements concerning plant design (clean and dirty zones, product flow direction, separation of animal species lines), temperature control at every stage of processing, process water management, hygiene and decontamination of knives and cutting equipment after each animal, as well as control of staff personal hygiene and hand decontamination procedures. Particularly stringent requirements apply to cleaning and disinfection procedures – in the meat industry, these are verified by microbiological efficacy tests, not merely by visual inspection.

Traceability. EU Regulation 178/2002 imposes specific traceability requirements on meat industry operators – the ability to trace the path of meat from the animal to the finished product. ISO 22000 integrates these requirements into the food safety management system, requiring that traceability covers not only raw materials but also additives, packaging and processing conditions for each batch of product. In practice, this means the need for record-keeping systems ensuring full traceability within a timeframe not exceeding a few hours.

Temperature control. The cold chain is a critical element of food safety in the meat industry. ISO 22000 requires that temperature be monitored and recorded at every stage – from the receipt of raw materials, through storage, processing and packaging, to distribution. Deviations from the required temperature ranges must be documented and assessed for their impact on product safety.

ISO 22000 and legal requirements in the meat industry

The meat industry operates within a dense network of legal regulations – both EU and national – which impose requirements that run parallel to those contained in ISO 22000. Regulation 853/2004 sets out specific hygiene requirements for meat processing establishments, Regulation 854/2004 governs official controls, and veterinary directives specify requirements for animal identification systems. A well-structured ISO 22000 system does not duplicate these requirements – it integrates them, creating a single, coherent food safety management mechanism that simultaneously meets both legal requirements and the standard’s requirements.
